Criteria for bad weather

Certain criteria are used to determine whether current conditions are “bad weather” pursuant to BSchEG.

BUAK receives weather-specific data per post code, per day and per hour from the Geosphere Austria with regard to the following criteria:

  • Temperature (cold and heat)
  • Amount of precipitation 
  • Snow
  • Peak wind speeds
  • Wind-temperature combination


The following parameters are taken into account during measurement:

  • Working hours” are workdays from 7 a.m. to 5 p.m. CET (or CEST during summer time).

  • The observation period for subsequent weather effects is from 5 p.m. to 7 a.m. CET/CEST of the previous day/night.

  • The smallest unit of bad weather is one hour, and the largest is ten hours. As soon as three hours of bad weather occur in a row, the rest of the work day counts as bad weather, starting from the first hour of bad weather.

​The Geosphere Austria measures according to WMO (World Meteorological Organization) criteria.


Weather testing
These measurement data are linked to the GIS (Geographic Information System) system. Linked to an elevation model and satellite and radar analyses among other elements, this system facilitates the issue of  a comprehensive statement on good/bad weather for every individual post code in Austria. It is now also used to record local weather problems.

The weather data provided by Geosphere Austria are evaluated by BUAK against the weather criteria for the general construction trade. Based on these data, BUAK decides whether to compensate the bad weather requests it receives.
